UPDATE: Shortly before 7:00 a.m. on Thursday, PennDOT announced the HOV lanes had opened.EARLIER STORY:PennDOT announced that the opening of the inbound HOV lanes on the Parkway North is delayed on Thursday morning.The opening was delayed due to an equipment issue.There was no initial word on how long the delay may last.
